Minister for International Development Heidi Hautala will host a high-level meeting with an aim to promote innovative financing for development in New York on Monday 17 December. The meeting is jointly organised by Finland and the United Nations Development Programme (UNDP), which manages the planning of post-2015 development goals. The meeting will be attended by, for example Assistant Secretary-General of UNDP Sigrid Kaag, Deputy Minister for Development of France Pascal Canfin, and Permanent Representative of Chile to the United Nations Octavio Errazuriz. The meeting is related to Finnish presidency of the Leading Group on Innovative Financing for Development.
Innovative financing schemes included in extensive development financing include such instruments as airline ticket levies imposed by several countries, and market mechanisms. In the meeting in New York, the delegates will also discuss how extensive development financing can assist developing countries to detach themselves from aid dependency, and strengthen the ownership of countries of their own development.
The mission of the Leading Group on Innovative Financing for Development, established in 2006, is to review and share experiences, as well as to promote adoption of innovative financing mechanisms. The group is an open forum for international organisations, such as the UN, the European Commission, numerous NGOs and 63 countries.
The overall operation also includes models for steering revenues from emission allowance auction to be used for development purposes. The model developed by Finland, where the intention is to target potential revenues from emission allowance auction to climate funding and development assistance, serves as an inspiring example to others.
In New York, Minister Hautala will also meet Executive Director of United Nations Population Fund (UNFPA) Babatunde Osotimeh, Deputy Executive Director of UN Women Lakhsmi Puri, and UN Secretary General’s Special Adviser on Myanmar Vijay Nambiar.
