Deputy Permanent Representative of Finland to the United Nations, Ambassador Janne Taalas was elected Chair of the UN Administrative and Budgetary Committee in New York on 1 October as representative of the Western European and Others Group. This is the first time a Finnish person chairs the Administrative and Budgetary Committee.
The Administrative and Budgetary Committee is the fifth one of the six Main Committees of the UN General Assembly. The Committee will begin its work on 3 October and continue for the duration of the 68th Session of the General Assembly, i.e. until September 2014. The Committee takes decisions on all UN administrative and budgetary affairs.
In the autumn, the key task of the Committee is to approve the regular budget of the General Assembly for the biennium 2014-2015. The negotiations to be conducted on the basis of the Secretary-General’s proposed budget are expected to be difficult. The budget for the present biennium (2012-2013) amounts to slightly over five billion US dollars. In spring 2014, the Committee will process the UN peacekeeping budget, this year amounting to seven and a half billion US dollars.
The UN operations are funded by the member states, each paying a contribution assessed on the basis of the relative capacity of each country to pay. The biggest providers of assessed contributions to the budget include the United States, Japan, Germany, France, and the United Kingdom. Finland’s contribution to the regular budget in 2013 totals USD 13.23.
Ambassador Janne Taalas has long experience in international organisations. He has been acting as Deputy Permanent Representative of Finland to the United Nations in the Permanent Mission of Finland to the UN in New York since 2010.
